Cannabis prohibition is still alive and well in many regions of California, and it’s contributing to a massive oversupply issue.

Cannabis companies getting state licenses to grow, distribute and sell marijuana are making significant investments in establishing legal operations that abide by California's rigid and expensive regulations. Competing with businesses not abiding by the same financial constraints has shown to be less than ideal. There are two primary ways to approach this issue: to reduce the taxation burden on legal businesses or to remove illicit cannabis businesses from the marketplace. While a tax reduction or temporary suspension is appealing to the legal cannabis industry, this would significantly effect the bottom line for California's anticipated tax revenue for 2018. Rather than proposing any new tax breaks, California's state Governor, Jerry Brown, is more keen on removing illicit companies from the industry by force.
Federal reform lies on the hinges of a favorably majority vote and presidential support, both of which are at best questionable. However, even if federal marijuana reform comes to a halt, the success of cannabis in America’s capitalist industry might inevitably force their hand.
The FDA has approved its first medical marijuana clinical study analyzing the effects of cannabis on veterans with PTSD just shy of a month after the Trump Administration agreed to endorse protection for state-level regulation of cannabis. The study, run by principle investigator Dr. Sue Sisley, received an impressive $2.2-million grant from the Colorado Department of Public Health and Environment to examine four different strains of cannabis in treatment-resistant military veterans, which include: high-THC, high-CBD, 1:1 ratio of THC and CBD, and a placebo control.
