She used to be!

In what I call the Y2K period, Metropolis was upgraded by Brainiac based on the amount of technology and metal each area had, worsening class divides in the city. Here's a one page example:

Anyway, Brainiac (or a future version of him?) ends up uploaded into Lena's mind; she's Lex's baby, his heir, and at that point one of the only people he cares about. Brainiac 13 proposes allowing him to keep her body under his control in exchange for the upgraded city. Lex agrees.

She looked like this for a while and I'm assuming the scarred marks she has now are from a reimagined version of this storyline for the new continuity:
