I've said it before, I'll say it again - in Extinction 8.6, Taylor's own paranoia is doing the heavy lifting there. Amy's not being ideal, but she's a burned out overworked teenager that just lost two family members and her dad is braindead and she's dealing with a girl who a month ago held a knife to her throat.
Honestly, the fact that the Protectorate came to give her shit about the whole thing (as revealed in Arc 13) feels entirely unreasonable, as what Amy actually said and did wasn't that big a deal. She mostly just refused to answer questions and said some stupidly ominious things. The real issue was them handcuffing her and no one talking to her about why Legend wanted to come see her. Take those out, and Amy's poor bedside manner doesn't matter at all.
It’s entirely the handcuffs. If you handcuff someone, then them trying to escape the handcuffs is the rational reaction. Amy didn’t HELP, and Taylor’s paranoia didn’t help, but “any supervillain injured defending the city is handcuffed to their hospital bed” is a system designed to provoke bad behavior.
