He has wreaked havoc on the monarchy, treated his family with disregard, and betrayed his brother. He cannot be trusted.
Harry is also a publicly-known and verified security threat. I sent a post to Soap on this but in a nutshell, Harry's actions over the last 3 years -- since Megxit especially -- make him easily vulnerable and exploitable to the UK's foes. He is an insider threat to the UK's and the BRF's security.
Even if Charles wanted him back, the government should put a stop to it as a matter of national security. Megxit has demonstrated that Harry (and Meghan too) will talk about confidential matters for the right price. Allowing Harry to be a Counsellor of State or make tours and visits on behalf of the Foreign Office, in both of which he could very well have access to classified or otherwise restricted information about government business, is too much of a risk. All it takes is someone lovebombing Harry on a tour and he's a goner. Especially if it's true that he told Meghan secrets about the royal family he shouldn't have while they were still dating.
And what makes Harry a very high-risk insider threat and easy for a foreign adversary to access and groom are the very basic things we know about him: anger, money problems, mental health challenges, addictions, easily swayed by flattery, PTSD vulnerabilities linked to his mother's death, and isolation from people who can protect him. Harry hits every single criterion on the checklist. Give him enough money, say all the right things to show you're on "his" side, exploit Diana's memory, or drive him further from his family and he will sing like a canary. He's already done it thrice (the radio prank interview, the Oprah interview, and his Spare memoirs). He will do it again.
The government can't afford the crisis that could happen if Harry was turned by an adversary who used his knowledge of royal protocols and familiarity with the royal family against the UK.
(Sorry to be all apocalyptic here but I used to work in US defense/national security and Harry is the biggest, brightest, reddest red flag I've ever seen. I wish more people saw this too and they would use this argument to justify why he shouldn't be allowed back into the royal family. Making it about national security and insider threats, versus his treatment of the royal family, shifts the conversation away from emotions. Because yes, while the monarchy is a family and everyone can understand family strife, the monarchy is also the head of state and a diplomatic entity that the British government uses to conduct some business and as such, a threat to the monarchy is also a threat to the government.)
