I love DanDaDan fanart but I have seen so many instances of Okarun being drawn taller than Momo. whenever you see them together in any sort of manga panel (and maybe anime scenes idk), you can clearly see that either they are either the same height or Okarun is slightly shorter (varies). he is only taller in his Yokai form and even then he's usually crouching like that.
