Jabber had been sent on a mission by Zodyl. He was going to find some seller. Apparently some people would sell old jinki after their owner died. Jabber was trying to look for someone who was selling one. He hadn't found them yet, currently he was just wandering around canvas town. He was allowed in because technically this wasn't nefarious. It wasn't illegal to sell jinki, just rather frowned upon by givers. So while he looked he just walked around, occasionally stopping at random shops and just looking around..
