7AM HCs about the Isle of Lamentation that no one fucking asked for (who am I kidding no one reads these lol)
The Isle is designed to last even in apocalyptic conditions with constant improvements being applied year after year. In addition to improvements, the STYX organization follows extremely strict protocols when it comes to maintenance and even drills to ensure its inhabitants understand what protocols are followed at various levels of danger events. In fact, the highest danger level event they experienced in recent years was the Book 6 incident which, on their end, was ranked 9 on a 10 rank scale ONLY because the NRC students got involved in subduing Idia and the resulting Phantoms he unleashed.
Had things gone differently such as them not being there or Idia managing to breach the first level of Tartarus, that threat level would've been increased to 10. More on that in the next bit.
The 10-Rank Danger scale is typically automatically applied and followed by the Cerberus system. It issues commands across the isle or to specific facilities at which point the proper protocols are activated to go about rectifying the situation.
Ranks 1 thru 4 are considered "low-tier". Cerberus typically activates and snuffs out the issue without human intervention. These dangers include basic fires, minor flooding, minor gas leaks, etc. Since Cerberus has majority control over the facility most of the time, it is able to isolate incidents by closing bulkhead doors, activate sprinkler systems, reroute draining and issue orders to autonomous workers (similar to the STYX combat suits) to rectify the issue.
Ranks 5 thru 7 are considered "mid-tier". Typically requiring human intervention and notifying either the Warden or a close relative. These dangers include workplace injuries, workplace rescue, major fires, major flooding, major gas leaks, blot leaks, quarantines, etc. Like the previous tiers, it still focuses primarily on environmental dangers but includes the first level of blot dangers which itself is ranked at Danger T-7. The Cerberus system will engage all needed systems to isolate the incident while notifying the needed individuals. The Warden is typically on site for these emergencies but will trust Idia with handling them as well if he's unavailable.
Ranks 8 and 9 are considered "high-tier". These dangers are, in the eyes of STYX, potentially catastrophic but still have the chance to be rectified within the Isle itself. They include Tartarus Containment Breaches, catastrophic blot leaks, catastrophic experiment failure, workplace fatalities, CONTAINED Underworld Breaches (IE: the Titans have gotten out but not breached Tartarus' first level), and Cerberus being compromised. Starting at rank 8, individual systems across the isle will begin lockdown procedures and all personnel are trained to operate their emergency posts from designated locations. If Cerberus is compromised during any of these events, leaders of groups and areas are instructed to begin individual emergency overrides and facilitate the evacuation of all low to mid-level employees and residents starting with those at the Citizen level first. High level personnel are not permitted to evacuate as they are the only ones capable of manually overriding Cerberus protocol. People in these positions are aware of and prepared for this. The only exception is for those members of the Shroud family. The Warden is not permitted to leave the isle. However, if they have a spouse and no children, their spouse will be forcibly evacuated with emergency DNA of the Warden themselves. If the Warden does have a child, the children are evacuated first. This is because preserving the line is the highest priority across STYX as a Shroud is the only person capable of controlling the Underworld Gate.
Rank 10, however, is the absolute last resort. This ranking is saved for one event only: when the integrity of the isle cannot be salvaged in any way. Typically in straight Rank 10 events, evacuation of 95% of the population is impossible. It is typically possible if the event came about from something first seen as Rank 8 or 9. If this level event occurs, Cerberus will issue a warning to all residents to evacuate or find shelter within designated watertight safe rooms or pods. All control of the system is turned over to Cerberus itself and after 20 minutes, it will disengage the dome covering the Isle one bracket at a time. This forces the crushing sea water surrounding the Isle to rush in and drown, hopefully, destroy whatever caused the event in the first place. Most phantoms typically cannot survive the crushing pressure of the environment surrounding the Isle of Lamentation. The only ones that can are likely the Titans themselves. During this, Tartarus is also disengaged, releasing any remaining phantoms that are still locked up for the express purpose of destroying them via the Rank 10 protocol. The Underworld Gate will not be affected unless it's already open due to the fact that even it can only be controlled by a Shroud.
Each underwater shelter has enough supplies and oxygen for its inhabitants to survive 30 days max if they ration properly while waiting for rescue. Escape vessels have an autopilot system designed to return to the site to pick up survivors if they aren't destroyed.
Now, in the event Cerberus is not operational during a rank 10 event, the Warden possesses an override key that must be operated at the same time as 2 other keys. One is held by the highest ranking personnel under the Warden himself and the last is held by an undisclosed individual selected by the Warden. The keys are specially coded and bound to the individual's DNA signature so they can't be used by anyone else. Now note I specifically said not operational. That's because that even in a situation like book 6 where Ortho had total control of the system, the rank 10 protocol operates similarly to Ortho's highest tier danger protocols in which they will activate with or without input from the one who controls the system. So in book 6, if Idia had breached the upper level of Tartarus in his overblotted state, not even Ortho in the Cerberus system would've been able to stop the T-10 sequence from playing out and everyone would've pretty much been killed. The only time it doesn't activate is if the system is completely shut down for some reason.
