In fairness, no one can tell what their host will or won't be wearing. I did get curious and looked for pics of the first lady -- it looks like understated jewelry is her usual style.
And the dress is a rewear from 2017!

Even I knew she wouldn’t be wearing a tiara, that Germany doesn’t have a monarchy or a royal vault. Surely Camilla knew? And yet she chose a very large tiara, an enormous necklace, a bold pair of earrings and a bracelet too.
If she didn’t know, isn’t that what her team is for? Research and planning to help her avoid pitfalls?
Not only does Camilla’s ensemble look out of place, but it’s very ostentatious in a time of economic hardship for both countries. These are the reasons why, having been around this fandom for some time, I know Catherine would be criticized for such a display. It would be labeled a “misstep” and people would be asserting that her team is incompetent.
