If a blog / site /space is labeled 18+ or 21+ that means do not enter that space if you are under that age. Period.

If you are under the specified age by a day, do not follow that blog. Do not enter that site or space, because it is not for you. End of story.

In the RPC, not following this rule ( because the ‘18+’ is a rule on its own, and has always been ) is incredibly disrespectful to the person running the blog.

By following anyway when you are under the specified age, you are not only potentially putting yourself and the owner of the blog at risk ( legally at risk, if it means you are exposed to content inappropriate for your age ), but also telling the owner of the blog I do not care about your comfort, my entertainment is more important. 

And that’s fucking shitty. 

The user should not have to say “please do not follow me if you are under 18!” if their blog is already marked 18+, it’s just redundant to do so, and folks should have enough respect for their fellow bloggers to respect that.
