i put a russian drakepad fic through google translate and in the fic not only was jim starling the actor for darkwing duck but he was darkwing duck and that got me thinking

in the original cartoon they’d have episodes where either drake was aware he was a cartoon or he was actively trying to get a comic book deal or trying to stop his tv show cancellation. so it wouldn’t be a big stretch of the imagination for him to have an actual tv show in the ducktales 2017 universe while still being a real vigilante superhero

and these forays into meta often don’t include gosalyn or launchpad. but they did include the villains (megavolt and bushroot being the ones that i remember most) so it stands to be reasonable that the in universe tv show wouldn’t include them. it’s also possible that the show takes place during the 15 ish years he was a hero without having a sidekick (boyfriend) or daughter since both were absent in whats been shown of the show so far

also like it’d totally make sense if the villains were playing themselves in the tv show, or at least liquidator since he is literally made out of water and idk how you would even do that with practical effects and both dewey and launchpad confirm that they aren’t using cgi. but if you know how to do that with practical effects please tell me because i love that stuff

conclusion: darkwing duck is very possibly a real superhero in the ducktales 2017 universe, he just had a decent agent in the 90s
