Decades ago, an elderly man purchased several Skitty in the Hoenn region. These pokemon were taken to his home in Cerulean City, and eventually, he began breeding them. When the man died, his remaining Skitty was released.

The new wild population struggled. They adapted to be semi-aquatic and took on a rich blue coat.

Theories on how they acquired these strange traits range from anywhere between natural mutation, inbreeding, and diet, to coupling with local water pokemon
