Note how it says "only mint in the world". The bourgeois countries that forced neoliberalism on the East did not ever intend to simply turn the socialist nations into copies of their own or even of existing periphery nations. They used them as petri dishes for experiments in liberalism that Western capitalists could only have dreamed of beforehand. The purpose was to exploit people and resources entirely.
