why couldn't enid use wednesday's powers when she was in her body, but wednesday not only wolfed out in enid's body, she wolfed out into a Wednesday Werewolf. like that was not enid's wolf form. what was that about??
I think it can possibly be explained by how the respective abilities work, the type of Outcast they are.
Being a werewolf is at least in part a biological thing (in other mythos even infectious, like a disease). Even if the shape of the wolf likely is a presentation of the inner (true) self and shapes according to self-perception (like, Enid retaining her colors). Yes, there is "magic" involved, but it's not the only factor. (On that note I would be surprised if the Stonehearsts had any success in transferring or duplicating such abilities... The only thing they did succeed in was a psychic ability, the Avian. They had Francoise for years and still had this whole thing going on trying to understand Hydes with their latest addition of Tyler, so possibly Hydes are similarly "non transferable" because of a genetic component; their only "hope" was learning how to control one...)
Meantime seers are a special type of psychic. Yes, their abilities are inherited, but the phrasing keeps going back to "ancestors" and "spiritual" links. Their abilities are "extrasensory", not related to physical / biological aspects. In a way it is their very souls connecting with... something; be it the nether, the beyond - it's spiritual, so more... like, "soul"-connected. (It can still have physical effects on them, but that's due to the overflow/excess. ...think of it maybe how water in a a cup can be stirred and mixed with other fluids, chilled or heated - the cup is unaffected... Unless you keep heating or chilling the water, the cup will heat up or cool down as well, and if too much / extreme temperature change, the cup's enamel will eventually start to crack...)
Wednesday's soul could still see Weems for that reason (her soul's spirit guide). Her emotions could trigger a transformation in the (already "shifting-ability unlocked") body - the resulting shape however was tied back to the person/soul/identity inside the body.
Enid's soul did and does not have that psychic link, and even if she had and it was body-tied, then that very body was "cracked" and the same fail-safe that had stopped Wednesday from accessing her powers would have effected her all the same.
...tying this back to the Stonehearsts' experiments, it all started there with a DaVinci (Slurp / Isaac), a psychic himself. What he wanted most was to remove the Hyde from his sister. He used his own personal psychic experience to go from, again, the psychic/"magical" element...
Like with werewolves, there's a biological component, but also (like for werewolves the moon) its trigger is tied to a ritual of sorts. A potion (sounds "magic" to me?), as well as hypnosis / causing or tapping into their existing trauma and emotions (affecting the soul-part) to tie them to their masters. It's likely the latter that gives the Hyde its disfigured and unnatural shape. Isaak could only hope to remove the "magical" aspect, one half of the equation, to shut off the Hyde - and we will never know if that would have worked...
Stonehearst's daughter did continue that work on the magical/psychic aspect.
Instead of "drying out the well" like Isaak planned (and inadvertently achieved with Gomez) she planned on displacing the well's content into another body.
I suppose, at least on paper, it seems indeed easier to syphon off energy, the "magical" part of Outcasts, and funnel it into another host - hence stealing or at least copying psychic abilities. ...instead of rewriting one's genetics, at least. And they only succeeded in copying/stealing one ability in all those decades, so it's all probably even more intertwined.... "Copying" (physical) shifters that rely on both might simply have been impossible to achieve.
Putting a non-shifter into a werewolf body allows them to shift. Putting a werewolf into a non-werewolf's body won't (unless that body was a shapeshifter like Weems, maybe? Then at least the shape known to the mind could be achieved in such a versatile container, possibly, maybe..). Putting a psychic('s "magic") into a non-psychic's body allows the body (or already inhabiting mind - if unknown conditions are met) psychic ability. Putting a non-psychic's mind into a (otherwise currently vacated / former) psychic's body doesn't give them psychic abilities.
...all that said, I might both be entirely wrong and also already spent more time trying to figure out the logistics than the creators of the show have 🤣... 🥲...😩
Have a wonderful day!
Tl;dr: ...werewolves are a species and being a psychic is an ability.
