That’s what they said last night too, though…. and I waited for three hours…

Detainment releases are dependent on the individual’s actions while in custody. Both you and Marcos spent a suspicious amount of time outside City boundaries, and outside your neutral status-given borders, therefore Marcos will remain in custody until central detainment is positive that no adverse effects from that time occurred.
