I'm hesitant to post speculation, but i can't look at their charts this long and not get ideas- these are only my opinions, no basis in fact since we don't have the birth times, like you said.
the rising reflects in the appearance and personality traits but more importantly in the orientation of the whole chart, since it determines which sign is on which house--
if I had to guess, I'd say Scott is a Scorpio rising - depending on his birth time he has either Sag or Capricorn moon, but I'd be shocked if it's not Sagittarius. Capricorn moons tend to be emotionally measured and composed. And the Virgo sun/Cap moon combination is pretty practical and not especially creative-- someone who'd be a good manager - it doesn't scream goat ice dancer. Sag moon is more exuberant, the goofy humor and making people laugh fits more than Cap, which tends to have a more dry or absurd sense of humor. If he's Sag moon, that narrows down the rising signs he could be to Gemini, Cancer, Leo, Virgo, Libra or Scorpio. The other rising signs aren't possible on his birthday with a Sag moon.
he has no water in his planets except Pluto, yet he has water eyes (they have a particular look, plus he has a really intense gaze, which can be a Scorpio thing). Scorpio risings tend to have darker hair/eyes than their families, and his hair is as dark or darker than anyone in his immediate family (side note- Virgo risings conversely tend to be lighter than their families). a professional astrologer who looked at him and his chart also immediately thought Scorpio rising based on his side profile and hairline (a widow's peak is a Scorpio thing, who knew). And while the head and the rest of the face are Aries ruled, I've read the nose is Scorpio, and that for Scorpio rising the nose tends to be prominent in some way, and, well...
With a Sag moon in the late degrees, which he'd have with Scorpio rising, it would make a trine to his Jupiter (big big feelings) and an opposition to his Chiron (wounding, a sensitive person, almost raw in how sensitive, particularly to criticism or rejection). Scorpio can also be kind of secretive, or at least have the impulse to guard your privacy and personal information. So Scorpio rising for him makes sense to me.
Tessa is trickier - she has an air rising vibe, but that could be because of her Libra moon and all the Gemini in her chart. I don't think she has fire or water rising, just don't feel that vibe at all. Could be earth rising, maybe Virgo, with her perfectionist tendencies. Could be Aquarius rising, with her shin/calf injuries- often if you have chronic issues with a part of your body, you have the sign that rules it prominent in your chart, but it's not in her planets anywhere, so having it on an angle could make sense, though it's not the first sign that jumps to mind for her.
I've always thought Libra kind of made sense, too - Libra rising means Aries on the 7th house of relationships, and she's always dated athletes. it would give her Capricorn on the 4th house, which can mean a childhood home with a lot of rules or control or an authoritative parent, often the father, and an emphasis on achievement. Capricorn is a Saturn ruled sign, and Saturn can mean distance or separation, and she left home at a young age and is estranged from her father. And conversely Cancer on the 10th which can mean mom is really important, influential and close.
Libra rising would put her Sun in her 8th house, and her interest in psychology would fit.
Libra rising would also put Virgo on her 12th house. Synastry connections to your 12th can give a deep, profound connection and an almost subconscious feeling of understanding, but also the tendency to make assumptions about each other based on gut feelings because you know each other so well in many ways. And Scott's 4 Virgo planets would potentially fall in her 12th, and her moon would fall in his 12th if he's Scorpio rising, giving them that connection both ways.
But I have less to go on with hers. Because her moon is also Libra, that makes it unclear whether any Libra traits she has comes from the moon or a potential rising sign. As usual, she's a bit more elusive, though I could be very wrong about his as well.
