Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Actions
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +15 to hit, reach 15 ft., one target. Hit: 19 (2d10 + 8) piercing damage.
Claw. Melee Weapon Attack: +15 to hit, reach 10ft., one target. Hit: 15 (2d6 + 8) slashing damage.
Tail. Melee Weapon Attack: +15 to hit, reach 20ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for ' the next 24 hours.
Cold Breath (Recharge 5-6). The dragon exhales a blast of icy wind in a 90-foot cone. Each creature in that area must make a DC 22 Dexterity saving throw, taking 67 (15d8) cold damage on a failed save, or half as much damage on a successful one.
Spellcasting. The dragon is a 14th level spellcaster. Its spellcasting ability is Intelligence (spell save DC 25, +17 to hit with spell attacks). The dragon has the following wizard spells prepared: Cantrips: dancing lights, mage hand, message, prestidigitation, ray of frost 1st level (4 slots): comprehend languages, detect magic, illusory script 2nd level (3 slots): detect thoughts, gust of wind, see invisibility 3rd level (3 slots): counterspell, dispel magic, sleet storm 4th level (3 slots): arcane eye, control water, ice storm 5th level (2 slots): legend lore, scrying 6th level (1 slots): wall of ice 7th level (1 slots): etherealness

An Ojutai Brood's Lair
Dragons of the Ojutai Brood spend their time meditating on the nature of the world and relaying their insights to their disciples. The Ojutai Brood live solitary lives in the highest, coldest mountains of Tarkir. The area around their lairs are often subtly molded to be unwelcoming to others. Constant ice storms and steep icy cliffs make sure no one interrupts their musings.
Lair Actions
On initiative count 20 (losing ties), the dragon takes a lair action to cause one of the following effects:
An icy wind blows through the battle forcing attackers back. The dragon chooses any number of creatures within 60 feet. Those creatures must pass a DC 25 Constitution saving throw or be pushed 10 feet away from the dragon.
The dragon issues a psychic command to all creatures within 15 feet to cease combat. If any creature disobeys this command by attacking, they take 2d6 psychic damage. This effect lasts until initiative count 20 on the next round.
The dragon chooses a 20-foot square. All creatures in that area are encrusted in ice freezing them in place. A creature in the area must succeed on a DC 25 Strength saving throw or be restrained. A creature restrained in this way can use its action to make the Strength check again. On a success, it frees itself.
Regional Effects
The region containing Dragonlord Ojutai's lair is warped by his magic, which creates one or more of the following effects.
Spells cast within a mile that deal fire damage have their fire damage halved.
The temperature within 5 miles is noticeably lower and flurries of snow are common.
Lakes and rivers surrounding the dragon's lairs are frozen solid
The Ojutai Brood
The Ojutai Brood see themselves as guides and teachers to the lesser races. They roost on the highest peaks of the world, occasionally descending to the monasteries of their disciples to impart their wisdom.
Pinnacles of Wisdom and Strength
After accepting Shu Yun's surrender, the Ojutai clan devoted themselves to teaching the truth of reality to their followers. This included destroying all records of the Jeskai way because any knowledge not from a dragon must be inherently inferior. By maintaining an iron grip on the flow of knowledge, the Ojutai ensure they are seen as the height of knowledge and martial prowess.
Clan Ojutai
The humans, djinn, and aven who make up the Ojutai clan diligently memorize and discuss the knowledge imparted to them by the dragons. They are each given a rank in martial and scholarly skills and are encouraged to seek success in one or both. They are free to rule amongst themselves so long as they continue to defer to the obvious superiority of the Ojutai Brood.
