Pokémon display high levels of nuanced and complex awareness and thought. Pikachu may not speak words but often does his trainer/human friends communicate advanced sentences to which he both understands and responds appropriately.

Of course, meowth is infamous for speaking fluently in human tongue. But what I find more interesting is that meowth will often "translate" the words of other pokemon. Meowth always translates them in full, complete sentences. Implying that all Pokémon are communicating with each other in a language just as nuanced and layered as human language. Indeed, Pokémon seem to have the exact same level of cognitive ability as humans.

This is why Pokémon battling is not considered abuse. The Pokémon consent to it. Should they truly not want to battle, they just won't. As seen with Ash's Charizard. So Pokémon are all sapient and they simply enjoy the sort of pet-and-owner dynamic. But there is a mutual respect and understanding. In other words.... they can consent.
