in a lot of ways, Starfield was testing the water to see if this could be done "right" from the start to ensure that they maintain ownership while also outsourcing the bulk of longterm content production. but it turns out that, while players in isolation can develop the notion that the ambiguous grouping of "modders" will eventually finish a game, the mechanism that creates this ecosystem is completely absent without an artistic notion that hobbyist developers have a stake in (philosophically speaking more than anything) the conceptual ownership of a work
or in other words, bethesda doesn't have a good grasp of what, beyond abstract passion, would drive volunteers to port Morrowind to a modern engine just to allow development to continue on the game as it nears three decades of volunteer development, which it must be mentioned is an active development period longer than the one occupied by the entire franchise leading up to and including Morrowind
