We don't know whether Moriarty already knew Moran before that, before Moran even joined the army perhaps, or whether they were complete strangers, and nor do we know how exactly Moriarty knew about Moran if they were complete strangers but whichever way it happened, Moriarty deliberately sought Moran out when he returned to England. Moriarty wanted Moran with him. To me that's far more meaningful and more powerful than fate or chance or 'divine intervention' or anything like that - they didn't need the gods or whoever to intercede to bring them together, something about Moran was just so striking that Moriarty wanted him by his side; Moriarty was the one who made this happen.
