I imagine that Cosmo and Wanda wouldn't think to do that with Hazel since she has a loving family, but would Peri want to take Dev? Would Dev want to be taken away?

Taking children away is actually pretty low priority for fairies! If they took all the children to Fairyworld, then there'd be no food for fairies!! Insofar that Cosmo and Wanda had to ask for permission to even have access to Fair Foods (Only Jorgen knows the recipe to make them).

So the thought of offering Dev this option is far from Peri's mind. Either way, he'd never consider it-- because it'd mean giving up on the one thing he wants the most.

In the rare occasion when a fairy is really fond of their human godkid, they'll tempt the child with Fair Foods and lure them to Fairyworld, where the child is claimed as their own. A claimed child will become a Fairy, and in their stead a Changeling is left behind.

Claimed children cannot return to Earth.
