I'm calling bullshit on this show version of Raymun Fossoway. House Targaryen as a whole, throughout it's 200 years in power, is not significantly more tyrannical than previous royal families in Westeros. Some individual Targ Kings have been, they certainly were more dangerous than anyone else when they had dragons. But monarchy and feudalism have long been the status quo in Westeros. Before the Targs Westeros was made up of numerous kingdoms who fought each other for land and power. Who sometimes massacred each others people, or pushed them into fighting each other. Some rulers were better than others, but they all upheld a system of regular violence and inequality. That is Westerosi tradition.

Targaryens never made slaves of anyone in Westeros. They made the high born their subjects. The people whose treatment is the most comparable to slaves in Westeros are not the conquered high born, it's the peasants (and worse thralls for Ironborn), who as a class have been oppressed by kings, high lords and land owners since as long as there have been kings, high lords and land owners (yes that includes you apple boys).

The Targs took these same traditions on a continent wide scale. Aegon's conquest was brutal, the scale of the war was astronomical, but he doesn't seem to have changed the social or political order as far as the power highborns have over their lands and their peasants. He left most of the same families in charge of their land, the Kings who knelt became Lords Paramount. He converted his family to the Faith and didn't mess with the religious cultures of the land (only Maegor really challenged the church). It's not surprising many high born people like the Fossoways see the Targaryens in the worst light possible, but it doesn't really fit with the history George has written.

George loves writing about Targ history, he has focused on it more than any other house or culture. The dynasty would be much less interesting if they were continuously good or evil. Their kings, queens and other influential members have been competent or incompetent, cruel or benevolent or neglectful, by the political & ethical norms of their world. There have been only a few actually mad Targaryen kings, but many of them end up making terrible decisions based on an overblown sense of self-importance, and their connection to prophecy and the 'higher mysteries' (there may be a 'drama queen' gene involved, as well as literal dragon DNA). This complexity is what makes them fascinating.
