The answer is simple: they were raised with love and care.
In order to speak, human infants (including hybrids) must be talked to by adults and other children. They pick up the sounds and eventually turn those into words. They must also feel safe and loved in order for their brains to develop properly.
The other hybrid children did not have this. They were at best hidden away by their birth families and at worst taken by the government and kept in cages. If they escaped they hid in the forests and were feral.
Many real children who grew up in horrible conditions cannot speak at all or its severely delayed because of their trauma.
This is also why Wendy uses sign language to communicate with her adopted brothers and sisters. Sign language is easier to pick up on if one cannot speak.
the other question is why Bobby (the groundhog boy) is so much smaller than the other kids.
Hybrid children seem to be on average the same size as non-hybrid children but Bobby is about the same size as an adult groundhog.
My guess is that he is a little person in addition to being a hybrid. So he will be tiny and have unusual limbs his whole life. He can somewhat speak which suggests he may have gotten at least a little care before being taken in by the reserve.
Hybrid children who are caught in forests and who never have a home at all most likely never speak. And they are murdered quickly by the last men so they have no opportunity to learn.
