The North Carolina Notary Association is very pleased that we are moving in a great direction after fighting for all of us for sometime now. I have read many posts where many of you aren't sure what everything means. I wanted to share the letter that others have access to that received the email from the Secretary of State around 3:44pm on Friday afternoon. In the email there was a link that downloads the letter that is in the photo of this post. In this letter it details all fee increases as well as "MILEAGE" and the resuming of the EVN until the RON is ironed out 12 months from now. I have witnessed notaries battling with other notaries on this forum and others. Let's stop doing this. We all have taken the same oath of office and it was to protect and serve consumers from fraud and forgery. We are all entitled to our opinions, however, we can grow more when we refer to factual documented information that will help us help others. We are family in the notary industry. Let's collaborate and not make things a competition because the work that we are entrusted to do becomes weak and compromised. Let's keep our comments positive as well as our posts and be the change that we seek from others. Today is a day to curve out at least 30 - 60 minutes to plan out the upcoming week that begins tomorrow. Time flies when we have so much to get done. However, creating a plan for your next day is being proactive and allows you to stress LESS. Do you have your planner for the year? This helps keep us organized for all the great customers we will be serving and keeping it filled. Are you writing in your journal? This helps us to dump our thoughts of good, bad, and indifferent in a place that we allow ourselves to FREE our MINDS. This can be done on a bathroom break. Become an eNotary Eligibility: In order to be eligible to be an Electronic Notary, the applicant must… - …have a VALID NC NOTARY COMMISSION. - …successfully complete a 3-hour course. - …score at least 80% or higher on the exam. - …submit a notarized eNotary application. Registration: The application is available on the SOS website. - Print it. - Affix your traditional notary seal on the top right corner. - Take it to a notary to have it notarized. - Mail the notarized application to the SOS with a $50 money order, cashier’s check, personal or business check to cover the application fee. - The department will notify the applicant of approval or denial within 45 days. - Upon approval, the Electronic Notary Public will receive their Electronic Notary Oath Notification letter. - The appointee shall appear before the Register of Deeds no later than 45 days after commissioning to take the oath of office. - The Electronic Notary Certificate to perform Electronic Notarizations and Electronic Notary Certificate is obtained from the Register of Deeds after taking the oath. Expiration Date: - The eNotary registration will expire on the same date as your notary commission. - If your notary commission will expire within 2 or 3 years you may renew your notary commission early to ensure that you can eNotarize for a full 5 years! What is a Notary Public? In a comment from the Secretary of State of NC, Elaine F. Marshall, said, "The office of notary public has a long and proud history in our society. For generations, notaries have served as the front line of defense against document FRAUD and FORGERY. The work that notaries public do is rarely glamorous, but it is so important that the highest courts in this nation routinely accept properly notarized documents as evidence in legal matters. As someone beginning their education to become a notary public or a commissioned notary you are accepting the duty to SAFEGUARD your friends, family, coworkers, and the People of the Great State of North Carolina against those who would seek to profit from a fraudulent deed, sales contract, title, will, or other legal documents. This means that the office of notary public is indeed an important one, and one that is perhaps needed more than ever in this 21st Century where the pressure to complete business deals and legal work quickly is greater than it has ever been. Indeed, it has been suggested that if notaries public across this country were unable to perform their certifications for even two days in modern America, our economy would essentially grind to a stop. There are very few other duties where the same could be said. I urge all notaries that are about to begin their notary education to take the instruction to heart, to see it as the noble duty it truly is..." Absentee Application and Certificate The form has been updated since the 2016 North Carolina Notary Public Manual publication. The things to remember: The absentee voter application and certificate represent a new notarial act distinctly different from an acknowledgment, oath, or verification. You must have 2 witnesses. In executing this act, the notary must take the following steps: Require the personal appearance of the voter. Positively identify the voter. Witness the voter mark his or her ballot.  Witness the voter seal his or her ballot in the provided envelope. Witness the voter sign the voter’s certification. Complete the notary witness certification section of the application including the venue and the certificate wording. Sign the certificate and affix the official notary seal directly onto the sealed envelope where the “Alternative Notary-Witness Certification” appears. G.S. 163-231(a). The Notary-Witness may also be required to assist the voter in marking the ballot if the voter is not physically able to do so on his or her own. In such a case, the notary would need to complete the “Certification of Assisting Voter” section in addition to the notary witness certification described above. The absentee voter application and certificate come with a detailed instruction sheet for the voter and provide minimal instructions for the notary.  NOTARIES ARE NOT ALLOWED TO *CHARGE FOR THIS NOTARIAL ACT. (G.S. 10B-30(d)). [Allow this to be an opportunity to gain future business with them.] *If the voter is unable to take the ballot to mail it, they are responsible for covering postage and the notary may drop it off for them.
