Can I ask how you have created the raised island like in the video "New island, new land bridge! Same same but different."?

I wanted to try something similar, but I'm not sure if I really need to terraform everything on a second level or not...

It is split across three levels. The water is on the base level. The land bridge is a second level. And the big waterfalls are the third level.
