Yes, that hadees is relevant here. Also, I personally interpret the disbelief after belief as the bakri disbelief in wilayat after their having believed in risalat.
But I recommend you read 63:3 once again because the disbelief is not the consequence of the mohr. Rather, the disbelief after belief is the cause while mohr on hearts is the effect, according to all the translations of 63:3 that I’ve referred to.

Main khud sunniyon ke liye yeh sochta/kehta hoon based simply on the very limited reading of the Quran that I have done so far.
There are several verses that state that God sets a seal upon the hearts of the unjust. However, the most apt set of verses regarding the mohr on bakri hearts in particular is probably the beginning of Surah Munafiqoon (63:1-3).
