Sudan: A System Under Stress  An ARAC International Presentation based on the research of Nuri Shakoor, SRMP-C  Over 12 million people have been displaced in Sudan — the largest displacement crisis on Earth. What the world is witnessing isn’t just a conflict; it’s a systemic collapse decades in the making.

This ARAC International analysis, based on the research of Global Security Analyst Nuri Shakoor, unpacks how state fragility, factionalized elites, and a zero-sum struggle between two generals — Burhan (SAF) and Hemedti (RSF) — have pushed Sudan to the edge of disintegration.  ⚔️ A War Between Generals  Once allies in toppling Omar al-Bashir, General Abdel Fattah al-Burhan and Mohamed Hamdan Dagalo (Hemedti) now wage war for control of Sudan’s military, economy, and gold wealth. The SAF seeks legitimacy and state centralization; the RSF seeks autonomy and resource dominance.

🌍 A Proxy War Sustained by Foreign Powers  External influence has turned Sudan’s civil war into a regional proxy conflict. The UAE is linked to financing the RSF through gold smuggling networks, while Egypt and Iran back the SAF with arms and drone support. Using a CARVER Matrix, ARAC’s assessment highlights the siege of El Fasher and collapse of humanitarian aid as top-tier flashpoints threatening regional stability.

🧭 Pathways Toward Sustainable Peace  Drawing on Ripeness Theory, BATNA Reduction, and Positive Peace Systems Thinking, the research outlines a phased roadmap:

1️⃣ De-escalate: Implement localized ceasefires and protect aid routes.

2️⃣ Negotiate: Include civilians, women’s groups, and tribal elders — not just military elites.

3️⃣ Rebuild: Ensure justice through truth commissions, special courts, gender-based violence accountability, and reparations programs.  Peace in Sudan requires more than ceasefires. It demands cultural fluency, governance reform, and the dismantling of the arms-for-resources economy driving perpetual war.

To Counter COVID Amid Crises, Peacebuilding Steps Are Vital

As the world enters its third year fighting the COVID-19 pandemic, health care professionals have administered 10 billion-plus vaccine doses worldwide, protecting large majorities of people in rich countries. Yet few doses have reached those living in war zones or places affected by conflict or violence, who remain largely unvaccinated and vulnerable to the disease. Preventing those countries from falling further behind will require increasing the supply of vaccines, improving delivery and overcoming barriers to vaccine acceptance. It will also necessitate doing more to navigate the politics of vaccine administration, including through peacebuilding strategies that promote dialogue and trust with marginalized communities.
