they shouldn't.
in every basic democracy or form of society where they respect human rights they won't give out veritaserum as a principle: it's restricting freedom and civil liberties, when people can't decide freely what they want to say and what they don't want to say.
maybe with consent, but even then, the restriction exist so it actually should be illegal.
it definitely makes a court process harder, but respects the freedom of speech.
