Mal had very long, thick, and curly hair when he was in high school (which his parents hated.) He started growing it out in his pre-teens and kept it above his shoulders, but took good care of it. His father had any number of tasteless things to call him because of it, and often times would use it to anchor Mal back when he was "talking to him". Regardless of that, Mal was very fond of the look of it.
Obviously it was cut down when he enlisted and maintained at a shorter crop throughout the years he paid his dues as a grunt. After joining special forces and gaining some leeway he let it grow out a bit more, and at 45 it's longer than it's been since he was a little tadpole in boot camp. Not quite to the length and glory it had once been, Mal rocks a longer cut with a well-groomed beard (especially since he's on medical leave in his pre-apocalypse verses.)
It'll be a long while, if ever again, until he cuts it to proper length.
