((Bringing this up here too since I've only mentioned it in private chats - Veda is absolutely the most maternal of my OCs. But she is also, as I've discovered while playing her, very much low empathy.
Yes, it's easy to become one of the people she cares about, her prerequisites for that are few, but her emotional energy for people outside of that is also low.))
She's concerned, of course, Veda typically was when seeing someone in distress, but if the emotion was wanted sometimes still escaped her. "I am sorry, I hope it wasn't an overstep?"
