Word War - World Supply In 1914 no one was prepared for the material demands of industrialised warfare. To address this problem, Britain formed the Ministry of Munitions in 1915. Its role was to oversee all aspects of war production, from the supply of raw materials to building new factories. It took control over all aircraft and aero-engine production from 1917. As war progressed both sides looked for solutions for shortages of vital materials such as wood and linen. Germany developed innovative uses of the materials it had at hand.
