Estratto della puntata di “Bel tempo si spera” del giorno 9 febbraio 2015 su TV2000.
The G124 method is always the same: you identify weak areas often due to unfinished works and projects are developed in strict synergy with the residents. They know what is going wrong in the neighborhood. Hence the tables participatory planning. By enhancing the historic sites, such as a local market which was in danger of closing and giving residents a chance to relive it as a place of exchange and sociability. That's what happened to Giambellino Lorenteggio, neighborhood on the outskirts of Milan southeast. The last speaker of the G124 turned to this neighborhood built in the 30's, where today about 6000 inhabitants, 40 percent are foreigners. It was necessary to preserve the market that risked being closed, attracting residents but also external, also to avoid segregation phenomena. The architects decided to tear down a wall of the market and to build an external platform, to put it in dialogue with the municipal library, the Laboratory of District and the street Odazio Park. Objective: create a common space and the public attended. The G124 operates doing network. It had happened in Turin, between spring and summer 2014, in Borgo Vittoria. Son district of the economic boom, born to families of factory workers, Borgo Vittoria was then invested foreign immigration. Today in cases of petty crime and lack of integration is a neighborhood that suffers. At the center of the project there is the Cofasso school. To reactivate the space was the neo Park unnamed. Area became pole of aggregation through small actions agreed with the residents. It is cycling routes and the transformation of a car park in green area with gardens cultivated by the children. Here was the crucial help of the association plinth, a group of young architects, the social cooperative Agridea and the parish priest Don Angelo Zucchi director of Cofasso school. The unnamed park has become a place of exchange, on the wall you do experiments to street art.
That's what the G124: the mending of Renzo Piano's suburbs
From here the G124 work , from the suburbs, those that Renzo Piano calls "factories of desires" and that he knows well. Born in Pegli, a suburb of Genoa close to shipyards and steelworks, Piano has devoted much of his projects in marginal areas of the city. And he's doing it again today with the project of the office of Columbia University in Harlem, New York, with the new Palace of Justice in the northern Paris suburbs, Clichy-Batignolles, and the Main Hospital of Sesto San Giovanni in Milan. That of mending is not a romantic attitude, detached and partial. It is anything but. This is not to tear down the building and badly constructed, or to focus on major projects. The urban challenge is to transform the suspended space where services are dysfunctional and sometimes at risk ghettoization, in suburban areas where they can live better. Darning is based on small "sparks" , as he calls the architect Senator Plan. Squares, parks, small spaces that can trigger the urban and social regeneration.
That's what the G124: the mending of Renzo Piano's suburbs

He arrives in the Official Journal of the decree laying down the procedure for the selection of urban regeneration projects to be financed with the special state fund of 500 million. The projects, once cantierabili, should not consume soil and must be submitted by 30 August. It is the "peripheries plan" launched by the last law of stability and that now begins to take shape, it applies to "projects for urban regeneration and the safety of the suburbs of metropolitan cities, provincial capitals and the city of Aosta." The order arrived in "Journal", which is a Cabinet Decree, approves the ban with which are defined the times, the project selection criteria, the characteristics of the latter, and the documentation to be submitted for candidacy of an intervention in the financing. A tender for marginal places Very wide sphere of action of the call, which intends to suburbs: "Urban areas are characterized by economic and social marginalization, housing deterioration and lack of services." So rather than the suburbs, it would be places on the edge: a very broad category that encompasses - but not out - the concept of the suburbs.
suburbs in the 'Journal of plan. " This is what provides the call for urban regeneration - defined the timetable and modalities for the selection of redevelopment projects. Applications by 30 August
- Politics comes from the word politikos, which is the adjective of polis , which means everything related to the city and the citizen. Following this fascination senator for life Renzo Piano, who works as an architect, decided to take care of the suburbs that represent the city of the future or, if you prefer, the future of the city. He is doing so through the work of the team G124, which takes its name from the number of the senator’s office in Palazzo Giustiniani, turned into a laboratory to plan the regeneration of the outskirts of the Italian cities. The most populated but also the most fragile part of the urban fabric and, above all, what we pass on to our children. That is the city that will be. The team G124 employs with an annual contract six young architects (three men and three women) who are paid with Renzo Piano’s parliamentary salary which has been entirely devoted to this project. Each year the architects will be replaced by six others selected selected through an anonymous competition. To coordinate the work, besides the senator himself, there are tutors: architects, engineers, sociologists and psychologists chosen personally by Renzo Piano who, voluntarily and without any compensation, follow the projects developed by the six young architects. The upbringing of which is a project in itself. The group G124 works on different topics relating to the suburbs: energetic adaptation, consolidation and restoration of public buildings, gathering spaces, green areas and their function, public transportation and participatory processes to involve residents in the requalification of the neighborhood where they live. So that every citizen can contribute to a more beautiful polis that will be.
Future Laboratory
Represent "the beauty that does not exist": are the suburbs, according to Renzo Piano. As the sculptor sees in the stone statue that'll do you, that the life senator sees places of possible rebirth in the city edges usually associated with the idea of abandonment. The idea that gave birth is called "G124": the office code assigned to the Senate, which has turned into the design workshop, with maps, graphs and drawings on the walls and, in the middle, a large round table of raw plywood . If the suburbs "have always been combined with denigrating adjectives - explains -renderli happy places and fruitful is the design I have in mind. (...)
(...) This is the challenge of the coming decades will become part of the city or not? ".The aim is to "patch up" the frayed urban fabric on the edge: a big project consisting of micro interventions not only of architectural character. It is, he insists Plan, the "trigger regeneration through new jobs, micro-enterprises, start-ups, light construction sites and widespread, thus creating new jobs."
The work started in 2014 and is intended to be repeated for about ten years, each time with different groups and in different places: young architects, paid with the salary of a senator Plan and coordinated by experienced professionals, studying the neighborhood and process proposals together with the residents. The first year, three groups have been working in some remote areas of Turin, Rome and Catania. In 2015 other young people and other experts have devoted themselves to the neighborhood Giambellino in Milan, where several blocks are aligned buildings of popular type of 3 floors the plaster invariably chipped and desolate air. Built in the prewar period, they are exemplary of a certain type of public affairs management: green spaces not valued and dozens of empty apartments because their surface area less than 28 square meters, the minimum because in Lombardy accommodation is classified "habitable".
"A paradoxical situation - explains Ottavio di Blasi, who coordinated the team along with Mark Ermentini - based on an anachronistic rule. There are many young, divorced, immigrants who could live there very well. Moreover the walls are solid brick, thick and solid. It takes little to make them energy efficient. " The projects developed by the "conducted architects' team, as they call themselves, provide for restructuring systems at minimal cost. But the focus is primarily on public spaces, and is based on the involvement of the people. "As has already been done in Turin, Rome and Catania, first of all we started listening: the needs and suggestions of those who live in the neighborhood - refers Di Blasi - something they do not teach in undergraduate programs, but it is essential. The architect is called upon to perform a service for the people, not to present himself as an artist who configures spaces according to his inspiration. " And so everywhere intervened, groups of G124 dialogued, sniffed the atmosphere, urban fragments observed that a casual glance would seem to be scrapped. But they are rich in potential, why are not locked nell'inamovibilità monumental areas to be preserved as a relic of the past. As claimed by Franco Lorenzoni, a primary school teacher in Rome that he would take his students borgatari to visit the artistic values of the historic center: the suburban kids the idea of living in the center seemed a nightmare, because, as one of them said: "We are old and ugly buildings, with narrow streets where there is no space to play. " While in the village you can rush in uncultivated meadows and along the banks of the Tiber, where among orchards and illegal dumping is a world to discover, imagine and build. Herein lies the wealth of the periphery: in its dynamism, in its openness to change. And even adults who live there, stimulated by the boys of the G124 soon discover the taste of appropriating spaces that are not museums to be shown on distracted tourists in selfie vein. This is exactly the process that the initiative launched by Plan has set in motion.
Wherever they have identified places where trace new pedestrian paths and open spaces designed to grow plants and friendships. In Rome in the Hall III, the one that was built decades ago as a viaduct for urban transport but was quickly abandoned, has been revisited by the group coordinated by Massimo Alvisi as a new avenue to spend on foot or by bike - the new queen of sustainable urban transport and "human scale" - and as a cover under which they are arranged containers niceness, rearranged, rearranged for games, exhibitions, meetings. And new paving of recycled materials have opened new public squares. In Turin, the group coordinated by Maurizio Milan has revitalized the Borgata Vittoria neighborhood "with small wooden structures, found objects, textiles, information panels that form a route with meeting points", a work that has seen one of the protagonists Don Angelo Zucchi, pastor and director of the local school complex, elected element barycentric intervention. In Catania in Librino, which was to be a "New Town" but remained devoid of services and a concept of public spaces, the group coordinated by Mario Cucinella worked with some local enthusiasts to "teach the art of the sport, of loyalty, of friendship "and find places to go and other places to stay: gardens, porches, orchards, outdoor BBQ areas, green spaces ... As Renzo Piano says:" This is just sparks, but stimulate the 'pride of those who live there. Because, as Italo Calvino wrote "there are framnenti happy city that constantly take shape and disappear, hidden in the unhappy city." These fragments are found and exploited. It takes love, not even in the form of anger. It takes the identity, it takes the outskirts of pride. "
