The main reason for c!Dream's mischaracterization is that people who are only interested in c!Tommy's lore (which is fine, no one is obligated to know the lore of all the characters) believe that his perspective is canon, and his perception is: Dream is bad, Dream wants to harm him, kill him, take revenge, and cause harm. And that's fine, because Dream (and not only Dream) has given him every reason to believe this, but in canon, Dream doesn't give a damn about Tommy. Yes, he considers him an enemy, etc., but he's not obsessed with the thought "How I want to harm him," he doesn't want revenge, and the only reason for turning to him in exile is to get his disks back.
