ISO 9001 requires that the organization determine the resources it needs to be successful. Specifically, this includes resources needed for the management system to function and for the achievement of customer satisfaction. Let’s take a brief look at both of these.

Resources for the management system

Resources for the management system can be determined in a variety of ways, but the most obvious opportunity is during management review. In fact, one of the formal outputs of management review is its review of resource needs. If this management review output is satisfied, you have also satisfied the resources requirement.

Resources to enhance customer satisfaction

This category of resources can be addressed through the outputs of management review. It can also be covered during strategic planning, staff meetings, marketing meetings, and budgetary sessions.

Personnel performing work affecting conformity to product requirements

This section starts by defining exactly which employees must be addressed in the organization’s training process. At first glance, its focus seems quite narrow: Personal who works on the product. However, if you take a supply chain view of the organization, you begin to understand that everyone’s work affects product conformity at some level. The ISO 9001 training process must include the full range of personnel performing work effecting product conformity, including:

Top management

Salaried personnel

Hourly personnel

Supervisors and managers

Temporary employees

Research and technical personnel

Recent hires

Many employees can be grouped together based on common roles and job functions; 2 employees with different job titles won’t necessarily have different competency requirements. The converse is also true: personnel working in the same area and doing ostensibly the same job may actually have differing competency requirements. The bottom line is that organizations need to eliminate their outdated paradigms regarding the way work is performed and who performs it. It’s helpful to think about the organization as a series of processes rather than as a collection of departments. The determination of competency requirements is an eye-opening exercise when performed in a thoughtful manner.
