so, assuming I've counted right...
currently, Eadwulf and Caleb both have the same number of romantic C2 ships nominated (16) but Caleb is romantically shipped with more unique characters (15 vs Eadwulf's 10, though Caleb's got a couple that are only included as part of the polynein ship, along with 3 separate purple tieflings. even getting nitpicky about all of that, he would still have a minimum of 11)
Caleb jumps ahead when it comes to cross-campaign romance, increasing to 20 total ships and 18 unique shipped-with characters
Essek is tied with Caleb on total romantic ship nominations (20 total, 16 C2.) however, he's shipped with fewer unique characters (15 total, 12 in C2--though if we exclude all of Caleb's polynein-only/tiefling duplicates, Essek would actually be juuust a bit ahead)
Fjord is ahead of Essek, Caleb, and Eadwulf in C2, with 18 total romantic nominations. he's shipped with 14 unique characters (or 11 if you exclude polynein-only romantic pairings and a second purple tiefling)
the other C2 PCs lag behind Caleb and Fjord. Jester has 12 C2 romantic nominations (along with 2 cross-campaign,) Beau has 8 (plus 3 cross-campaign,) Yasha has 7 (plus 1,) and Veth has 6. aroace Caduceus predictably has the least romance (2, one of which is polynein.) the purple tiefling math gets weird, but Lucien might be the most shippable of the lot (5 romantic ships, tied cross-campaign with Molly's 4+1 and ahead of Kingsley with 3)
HOWEVER. the character with the most romantic nominations in C2 is actually Astrid Becke, with 20 total (also tied with Caleb and Essek overall!) she's shipped with 13 unique characters (which is either third place or first in C2, depending on whether you exclude some of Fjord's/Caleb's based on technicalities)
now. one might think, wow! there's tons of ships for Astrid, and a lot for Eadwulf! they must be super popular! BUT. that fails to account for the possibility that all of this could be the result of a single shipper with a pro-scourger agenda, rather than widespread popularity, and that if you exclude all the nominations from this hypothetical shipper with an agenda, Astrid might be left with 9 total romantic ships and Eadwulf might only have 7.
