opinion on ministry of magic tom riddle?

Far too institutional, political, and constrained by bureaucracy for his tastes. I think people pair the idea of Tom with becoming Ministry simply because it occupies the highest position within an existing hierarchy, which seems close enough to his ambitious archetype. But Tom didn't seem interested in merely becoming a political figure. He wanted to stand above politics altogether. His ideal was much closer to that of an absolute monarch whose authority was perceived as inherently legitimate (almost preordained) and from which all power "naturally" flowed, rather than someone whose legitimacy depended on holding political office or operating within governmental structures.
