Declassified by the CIA in 2008, the Simple Sabotage Field Manual was created by the Office of Strategic Services (OSS) to train everyday citizens in all manners of resistance.
While the guidebook does contain ideas for serious, hardcore sabotage you’d expect during wartime, there are many tactics that teaches people to "do their jobs badly":
Managers and Supervisors: When possible, refer all matters to committees for "further study and consideration." Attempt to make the committees as large and bureaucratic as possible. Misunderstand orders. Ask endless questions or engage in long correspondence about such orders. Quibble over them when you can. Do everything possible to delay delivery of orders.
Employees: Work slowly. Be forgetful. Clumsy. Think of ways to increase the number of movements needed to do your job: Pretend that instructions are hard to understand, and ask to have them repeated more than once. Pretend you are particularly anxious to do your work, and pester with unnecessary questions. Never pass your skills onto a new or less skillful worker.
