It’s not currying favor with the god of rain, it’s a folk tradition based on an old poem that the croaking of frogs is what causes rainfall. It was also not a drought, but an annual tradition for the dry summer months.

And as a funny side note, the frogs are released after the wedding, so there was no chance of actually finding the original two frogs and divorcing them. They had to do a symbolic divorce with clay frogs instead.
