Senshi can never truly die. Once they decide to stop their reincarnation cycle, their Star Seed will simply reset into a new one, as explained by Guardian Cosmos. Sailor Cosmos for example is a reincarnation of Usagi from the far future where Usagi finally makes the choice in the Galaxy Cauldron to “start a new life as a new star” thus resetting her soul/starseed. It’s not a direct reincarnation like Usagi was to Princess Serenity, hence Cosmos’s slightly different buns and different Sailor Crystal (The Cosmos/Lambda Crystal as opposed to the Silver Crystal). Also unlike Usagi who’s the Senshi of the Moon, Cosmos is the Senshi of the Galaxy Cauldron.
