even if janitors were paid from the amount of work they do, it’d still be inefficient to create more work for them. but it’s apples to oranges. people who use crisis resources aren’t creating more work–they’re shuffling around work, at worst. the total amount of work to be done remains the same.

and the biggest danger isn’t that the work will be done by the wrong people; it’s that it won’t get done.
