Magical strength is derived from the degree of whimsy in the desire. Magic is strongest in children and diminishes as one acquires responsibility, grounds onesself in the practical, and becomes mature. Few people retain the imagination necessary for anything beyond cantrip level magic (with great concentration) by the age of 30, and most don't bother to practice as the option to achieve similar results through mundane means requires much less effort. Magic is inherently supernatural. It's results are normally unreproducable. Using magic is exhausting, and treats whimsy almost as a finite resource, literally running on whimsy. Heavy magic use makes a person notably more serious, and subsequently more resistant to subsequent casting. Techniques to refresh whimsy are available, but finding a child with both the imagination to make use of magic and the discipline to practice whimsical exercise makes powerful sorcerers a rarity. What sorcerers there are universally difficult to work with as their personalities are resistant to the authority or direction it would take to organize their power into a meaningfully useful aparatus. Sorcerers as a result tend to be solitary, aloof, troublemakers. Sorcerers leave a trail of graffitti in their wake (statues of local political figures turned from stone or copper to blooming trees, gallows or guillotines turned to giraffes well outside thier desired biomes, orphanages suddenly becoming guilded mansions) that while normally harmless, nonetheless amount to a nuisance.

The whimsy paradox means that magic cannot be studied in a clinical setting. The act of establishing a "control" seems to invite a cartoonish degree of difficulty into anything beyond the anecdotal. Attempts to record data lead to Rube Goldbergesque mistakes in tracking double blind results (such as the cables for data transmission being swapped so records are mismatched, cameras being knocked off their tripods and landing perfectly in the drinks of people passing by in the hallway, etc.) so much so that Thaumaturgy is said to have no laws, and it's unifying theory is credited to one R. Rabbit: An object can only be acted upon if and when it is funny.
