RE9 is about what happened to Raccoon City post-outbreak and how a legacy character's actions may have brought it to that point.
Anyone with a fucking high-school reading level would be able to look at the devs' interviews and understand that they are treating Raccoon City itself as a character in its own right.

It's about what the characters did to Raccoon City.
