Naruto has Great Character Developments!!

Gaara: someone who was feared by everyone and who’s only desire was to kill changed greatly thanks to Naruto. He became caring and more respected as the Kazekage and one of the leading commanders in the shinobi war. Can he become any better?!?!

Neji: during the chūnin exams he nearly killed Hinata and wasn’t afraid to do so. He was also stuck-up about fate and had a grudge against the main branch. Once again Naruto helped changed him. Neji became super respected and caring towards Hinata, as he helped her train and was willing to die for her

Orochimaru: personally I still find him a little suspicious. Despite his actions, this guy changed!! He was once the guy who attacked the leaf, killed the third hokage, gave sasuke his curse mark, and did experiments on innocent people. However, I was shocked to see him HELP during the 4th shinobi war.

There are so many more great character development to mention...
