They’re an angel who work a “desk job” in heaven where they collect the “receipts” from miracle work.
They got stuck at a desk job, as although they are the angel of summer, they weren’t to interfere with anything, as it was all part of God's ineffable plan. So they wanted to do something more helpful and convinced one of the higher-ups to let them do more for heaven.
Each receipt comes with the date, the angel’s name, the miracle, and why the miracle was used.
They record how many miracles are made by each angel (within their district) and file and sort them into their according files.
Aziraphale became an angel of interest, as he had brought up a few red flags, and at their ethereal desk, they could monitor him.
They eventually found out about him and Crowley but were too scared to tell anyone. This wasn't actually their job. It was a way to pass the time. There is a difference between theoretical and practical or reporting this issue.
So they covered for them. Hid the offending receipts in a special box.
They were the one to send the miracle warning letter to Aziraphale during the french revolution, as a way of warning Zira not to get caught cuz it was getting hard to hide.
Heaven eventually decided it had been too long that Aziraphale was too powerful and had been left too long to his own devices down on earth, thus, a huge manhunt for the angel was started.
I’ll be writing a fic soon to elaborate more on her and to fit her into the world of good omens more! Once I finish the book so as not to butcher them too much.
