If you are wondering what Zartan himself has been doing since Cobra's takeover, here is our answer:

As for Cold Slither:

I don't think I am the only one who thinks Zartan and Buzzer were the only ones who figured out what G.I. Joe was up to, but went along with it anyway...

Zartan: The hug may have given it away.

Buzzer: I figured it out when 'Hector' dodged that swing very gracefully. How many journalists you know who could do that?

The one shot comic, written by Tim Seely, takes the premise of the original cartoon's plot and takes it further, seeing what would happen if the original plan that Cobra Commander had implemented actually worked:
