No, this not a ship art of caine and the moon. I interpreted this as a love story between the humans, and an AI who yearned for their love to be reciprocated.

He thought that if he gained more power, by consuming the other AI and making all these wacky worlds, he could force people to love him

But it backfired epicly, because the more power he exerted on them, the less he was able to gain the love and sympathy of others

Because the very nature of love is that it is given freely

This is revealed at the end when the moon says "I love you", because the very fact that they weren't coded to say that, makes it genuine. And so in the end, only when the bond is mutual and natural, a sort of love is able to blossom between the humans and this child-like AI.
