now to introduce my version of Xylitol~

Yeah, he's not a "cookie". His species are "carbohydrates", a mostly cybernetic race of advanced aliens with an almost "holier than thou" approach to most other civilizations...

NOVAs are simply what high-ranked carbohydrates are referred to.

Xylitol is in charge of technology and travel in his society, with his own planet-sized manufactory and robotic helpers/lesser carbs to work with.

... He's also a condescending, ego-driven asshole... especially to organics...
