Since 9 already has some of the sanitized ink in her system it just kinda flares up and alters her appearance whenever she’s under extreme stress or emotion.  But even when it dissipates the areas mostly affected can be seen under ultraviolet light. In short, she’s a walking glowstick esp during splatfest.
