The difference is simple. A cosmetologist can perform hair, nail, and skin services on the general public. While a hair Designer or hair stylist can only perform hair services on the general public. It's important to know that no all states offer the option to complete a hair only program. If you only want to services hair clients you may want to look into what your state allows. In some states even if you only want to do hair , there may not be a separate license type offered, so you will still have to learn the full scope of cosmetology and when you are in the salon you can choose to just do hair. When it comes to state board the obvious difference(in majority of cases) is if you are preparing for a hair Designer or hair stylist only licenses you will not perform skin or nail services.
