What we saw was a cult in full bloom and signs were all laid out in front. But i think the biggest giveaway was when viktor said his lol catchphrase "glorious evolution". What was viktor trying to evolve those people into?

AHEM SO my theory is that Viktor wanted to remove all flaws, as in any pain or negative feelings. Just look at Councilor Sallo, he was the biggest bitch in existence before and a visit to Viktor wouldn’t have turned him into a kind and obedient individual, without any form of brainwashing like no way. I think Viktor means well but… you know… doesn’t mean it’s good what he’s doing.
