I like to believe that Newt doesn't die from the gun shot--nor Teresa from the roof collapsing on her, and rather they are left not quite gone, and what remains of WICKED, at least those loyal to the Chancellor, take them to one of their other facilities and rehabilitate them. Newt's still sick with the Flare--and now he's got some pretty bad injuries from the gunshot, but they try out an experimental version of the cure that seemed slightly more promising than the others, and it's slow and it's painful but it works. He starts getting better, and the part of his skull that was fractured when it was grazed with the bullet starts to heal.

Just about every bone in Teresa's body is broken though, and she's unconscious for a really long time while they set all her bones and drain the fluid from her lungs, and when he's well enough, Newt sits by her bed and they kind of become friends, talking in hushed tones about anything and everything. Newt talks about life in the Glade, and Teresa talks about how she and the other Creators would watch the Glade and make silly little bets about the silliest things, like which Runner's would make it back first and where each greenie would get assigned.

It's been months and everyone still thinks they're dead, and finally, when Teresa's legs are healed and they're sure that no bone fragments will damage her spinal cord, they're cleared to leave and they get taken to Paradise, and the Chancellor says that they are her way of trying to make up for all that had happened. There's a lot of tears, and hugging, and even when they're there, Newt and Teresa like to just sit together and have these quiet conversations about anything and nothing, and it's perfect.
